I'm looking for some trouble shooting pointers

Perhaps I’m misunderstanding the purpose of the exercise. I can change my IP easy enough but it just logs the new IP down with all the other IP’s I’ve tried. When I switch to a new IP I need to log back into my account but I still get the same over all result.
Can someone please help explain to me where I need to focus my attention? If it’s not to log on and be recorded under a different IP address
