I was taught to learn first HTML5 and CSS3 but is it still a good idea to learn now (2019)? if not, thank you for telling me which programming language to start first and or (weigh you I take on openclassroom, an application on phone)

Learning is never a bad idea. And knowing HTML is crucial for understanding/analyzing web applications.
Regarding programming languages (you should know HTML is no programming language), I can’t give you an advice what is the best language to start with. If you’re interested in web technology, you should definitely know about JS and PHP.
